Free wi-fi: a question of subsidiarity

waiting to see what happens in parliament following the presentation of bill to repeal Article 7 of the Law of the Pisanu 2005 which requires registration with the filing of an identity document to access the Internet via public hotspot, left Milan a campaign to free wi-fi in Italy (A term that supports my previous definition: the wi-fi is criminal and therefore is to keep a prisoner). Good initiative which I think need to join but one wonders why this campaign is not playing by a public body. Maybe someone applies distorted the concept of subsidiarity , or simply a concept is too advanced for Italy in 2010 (think that those "backward" by the Catholic popes have long been used in their teaching).
